Official Patch Notes
Repository admins can now restrict issue creation to collaborators with write access. This gives you more control over who can open issues and helps reduce unwanted issue creation, while keeping issue workflows available to the people who actively maintain and contribute to the project. When this setting is enabled, people without write access can’t create issues from entry points across the repository experience, including Issues , Comments , Discussions , Projects , and Copilot . This update also brings more consistency with pull request permissions, which already support restricting pull request creation to collaborators only. To use this setting: Go to the repository Settings page. Under Features , select the Issues checkbox. Under Issues , select Creation allowed by: Collaborators only .
