DaVinci Resolve 21 Public Beta 1 is a public beta release and should be treated differently from a stable production build. The key user decision is not simply whether the release is new, but whether the new Resolve 21 feature set is worth testing in a non-critical environment. For production work, the practical read is to keep existing stable projects on a known-good version unless a specific Resolve 21 feature is needed and the project can tolerate beta risk.
